The MTA has undertaken a number of noise-reducing plans that ironically may have added to residents' current woes. <a href="http://www.nypost.com/p/news/local/mta_nd_ave_house_calls_OaFDVNgrZhyWnfW2UIyOdM?CMP=OTC-rss&#38;FEEDNAME=">According to the Post</a>, neighbors say that late night noise got worse after the MTA enacted its ban on blasting after 7 p.m., which forced necessary drilling and jackhammering later into the evening. Now residents are besides themselves with a racket they say <strong>shakes them right out of bed</strong>. But so far, none have accepted the MTA engineers' offer to crash at their homes for a night. Perhaps the MTA could set up its own group house apartment along Second Avenue and fill it with engineers, MTA suits, and construction workers. (DNAinfo/Shayna Jacobs)</h4></div><p>MANHATTAN SUPREME COURT — The father of a <a href="http://www.dnainfo.com/20120221/upper-east-side/fatal-ues-crane-collapse-company-owner-james-lomma-on-trial" target="_blank">crane worker who fell 140 feet to his death</a> when the rig he worked on collapsed four years ago described Wednesday how he thought his son had survived as his body was pulled from a pile of debris.</p><p>Donald Leo Sr., who rushed to the Upper East Side construction site after hearing of the accident, said he believed his son was being taken to an EMS van, but it quickly became clear he was dead.</p><p>"When they stopped wheeling him and didn't put him in a bus, that's when I knew," the dad of Donald Leo Jr, 30, said during testimony at the manslaughter trial of <a href="http://www.dnainfo.com/20120221/upper-east-side/fatal-ues-crane-collapse-company-owner-james-lomma-on-trial" target="_blank">crane boss James Lomma</a>.</p><div class="right large"><img src="http://assets.dnainfo.com/generated/photo/2012/02/1329929662.JPG/image240x180.jpg" width="240" alt="image" /><h4>Donald Leo Sr. , father of a crane operator who was killed in a collapse on the Upper East Side two years ago, leaves Manhattan court.  (DNAinfo/Sonja Sharp)</h4></div><p>With a photo of his deceased son beside him on a screen, Leo Sr., a retired firefighter, told a judge that he initially thought his son was still alive because his body was carried away uncovered on a stretcher.</p><p>"I thought they were just wheeling him into an EMS bus," said the grieving dad of the May 30, 2008 horror at East 91st street and First Avenue where a luxury high rise was being built.</p><p>In opening statements, prosecutors described how Leo held his son, crying, for ten minutes at the scene. He was not asked to describe that on the witness stand Wednesday.</p><p>Leo Sr, who also worked on cranes after retiring from the FDNY,  said he received a call about the collapse while he was taking a coffee break at a different job site downtown near Bellevue Hospital on the morning of the tragedy.</p><p>He hopped a cab at First Avenue but when he hit traffic in the 60s he got out and ran to to the site of the crash where his son's lifeless body was being recovered.</p><p>His son had been due to be married to a school social worker three weeks from the date of his death.</p><p>"There isn't a day that passes when [Leo Sr.] doesn't wish it was him," Assistant District Attorney Eli Cherkasky said Tuesday.</p><p>Sewer worker Ramadan Kurtaj, 27, who was working on the ground level at the construction site, was also killed in the accident.</p><p>Lomma, 66, faces up to 15 years in prison if convicted at his bench trial. The recent announcement that the <a href="http://ny.curbed.com/archives/2012/02/13/lights_camera_high_rise_action_for_steiners_at_hub_tower.php">Steiners will be putting up a 50 story tower</a> on Flatbush Avenue means another addition to the skyline that's already filling in with buildings like The Brooklyner and Toren. Dennis Holt projects in the <a href="http://www.brooklyneagle.com/articles/brooklyn-broadside-downtown-building-boom-could-be-planning-nightmare">Brooklyn Daily Eagle</a> that planned new developments for DoBro and nearby areas foretells the addition of <strong>15,000-20,000 new residents</strong> for the neighborhood, and worries if the area has the infrastructure to accomodate them: "Look at the narrow sidewalks and narrow streets and imagine the infrastructure — telephone lines, gas mains, water mains —  that was designed for a <strong>much smaller population</strong>."</p><div class="post-kicker"><span class="extended">

			</span></div><a name="more">When a megaproject goes into Manhattan's Upper West Side, people who already live in the neighborhood scream bloody murder that </a><a href="http://ny.curbed.com/archives/2011/12/15/riverside_center_schools_upper_west_side.php">schools need to be built or expanded</a> to accomodate the expected rise in residential families. And the addition of several new high rises across town in Yorkville increased support for the construction of the Second Avenue Subway to relieve crowding on the already packed 4/5/6 lines. DoBro's growth, on the other hand, is converting previously non-residential areas into a new urban core, so it lacks the built-in alarm bells that usually cry for necessary infrastructure improvements. Holt points out the phenomena is not just limited to DoBro, but other large areas of Brooklyn as well. <p>Downtown Brooklyn is booming. The recent announcement that the <a href="http://ny.curbed.com/archives/2012/02/13/lights_camera_high_rise_action_for_steiners_at_hub_tower.php">Steiners will be putting up a 50 story tower</a> on Flatbush Avenue means another addition to the skyline that&#8217;s already filling in with buildings like The Brooklyner and Toren. Dennis Holt projects in the <a href="http://www.brooklyneagle.com/articles/brooklyn-broadside-downtown-building-boom-could-be-planning-nightmare">Brooklyn Daily Eagle</a> that planned new developments for DoBro and nearby areas foretells the addition of <strong>15,000-20,000 new residents</strong> for the neighborhood, and worries if the area has the infrastructure to accomodate them: &#8220;Look at the narrow sidewalks and narrow streets and imagine the infrastructure — telephone lines, gas mains, water mains —  that was designed for a <strong>much smaller population</strong>.&#8221;</p>

<p><a name="more">When a megaproject goes into Manhattan&#8217;s Upper West Side, people who already live in the neighborhood scream bloody murder that </a><a href="http://ny.curbed.com/archives/2011/12/15/riverside_center_schools_upper_west_side.php">schools need to be built or expanded</a> to accomodate the expected rise in residential families. And the addition of several new high rises across town in Yorkville increased support for the construction of the Second Avenue Subway to relieve crowding on the already packed 4/5/6 lines. DoBro&#8217;s growth, on the other hand, is converting previously non-residential areas into a new urban core, so it lacks the built-in alarm bells that usually cry for necessary infrastructure improvements. Holt points out the phenomena is not just limited to DoBro, but other large areas of Brooklyn as well.
